Submetering
continues
to
be
an
issue
for
consumers.
Submetering
is
when
a
landlord
or
third-party
purchases
utility
services
and
then
resells
and
submeters
the
service
to
residents.
The
PUCO
has
determined
that
submetering
makes
the
service
provider
not
a
public
utility.
Consumers
can
lose
protections
and
rights
that
they
otherwise
would
have
under
regulated
public
utility
service.
Submetering
often
occurs
for
apartments,
condos
and
mobile
homes.
OCC
is
working
with
members
of
the
General
Assembly
to
provide
relief
for
the
tens
of
thousands
of
consumers
who
are
affected.
There
are
three
separate
submetering
bills
that
are
being
considered
in
the
Ohio
General
Assembly:
HB
265,
HB
173,
and
SB
108.
