Message from Ohio Consumers’ Counsel Maureen Willis
As the Office of the Ohio Consumers’ Counsel enters its 50th year of service, 2025 stands out as a defining year for utility accountability in Ohio. And the Agency’s Annual Report provides consumers a look at our advocacy for the year.
After six years of persistent advocacy that began with OCC’s September 2020 accountability request, the Public Utilities Commission of Ohio ordered $251 million in penalties arising from the FirstEnergy misconduct investigation. OCC then played a critical role in negotiations that increased those penalties to $276 million – with every dollar directed to benefit consumers. The settlement includes $20 million for energy assistance programs to help low-income consumers.
Accountability at FirstEnergy was only part of this year’s progress. OCC also pressed for and secured improvements to Ohio’s electric rate case process and reforms strengthening the independence of utility audits at the PUCO. These structural changes will improve transparency, oversight, and fairness for years to come.
Affordability remains the core of OCC’s mission. Ohio consumers should pay only for prudent and necessary utility costs – not inflated spending, avoidable mistakes or corporate misconduct. OCC’s focus has been unwavering: protect consumers first.
I am grateful to the OCC Governing Board, led by Chair Watkins, whose steady and thoughtful leadership strengthened this Agency. We welcome Cheryl Grossman as she assumes the role of Chair. Thank you to the lawmakers who engaged with us in serious, substantive dialogue.
House Bill 15 may be the most consumer-focused utility law enacted in two decades – proof that thoughtful reform is possible when consumer interests are prioritized.
Our team proves that disciplined, focused advocacy can make a real difference. In 2025, OCC did more than participate in proceedings – we changed outcomes. And as we enter our 50th year, we remain committed to strengthening accountability, advancing transparency, and ensuring that Ohio consumers receive reliable, affordable utility service.
